في الوقت الذي استعجل فيه رئيس لجنة المالية والتنمية الاقتصادية عبد الله بوانو الحكومة بتسريع رفع الدعم عن مادة غاز البوطان الذي يستنزف حوالي 9 مليارات من الدراهم من صندوق الدعم، معتبرا أن الحكومة منحت نفسها أجلا طويلا يمتد لغاية 2020 لمباشرة هذا الإصلاح، كشفت مصادر مطلعة أن حكومة سعد الدين العثماني ستستعين بتركة حكومة ابن كيران في خيارات رفع الدعم عن غاز البوطان، واعتبرت نفس المصادر أن الوزارة المنتدبة لدى رئيس الحكومة المكلفة بالشؤون العامة والاقتصادية والحكامة ستضع محل الدارسة السيناريوهات التي تركها الوزير الاستقلالي محمد الوفا لرفع الدعم عن غاز البوطان، الذي يرتقب أن يكلف خزنية الدولة برسم القانون المالي للسنة الحالية، الذي اختارت الحكومة الاحتفاظ به، حوالي 11 مليار درهم.
واعتبرت نفس المصادر، أن ما يتم تداوله حاليا داخل أروقة وزارة لحسن الداودي يمضي لاعتماد نظام بطاقات اجتماعية، وهو السيناريو الذي كان قد كشفه عنه رئيس الحكومة سعد الدين العثماني خلال تعقيبه على مناقشة البرنامج الحكومي، ويعتمد هذا النظام على الاحتفاظ بنفس ثمن قنينات الغاز بالنسبة للأسر التي تستفيد من نظام اجتماعي يضمن التغطية الصحية وعدد من الخدمات الأخرى.
وكشفت ذات المصادر، أن السيناريو الثاني المطروح أمام الحكومة هو الالتجاء لمحاربة استعمال قنينات الغاز في سقي الضيعات، مضيفة أن أغلبية الدعم الموجه لغاز البوطان والمقدر بحوالي 75٪ تستنزفه الضيعات الفلاحية، بما يعني أن الأسر لا تستفيد سوى من ربع الدعم المخصص لغاز البوطان.
وتراهن الحكومة في هذا الشق وفق نفس المصادر على دعم الضيعات الفلاحية التي لازالت مصرة على استعمال قنينات الغاز في استخراج المياه، لتركيب منشآت تعتمد كلية على الطاقة الشمسية.
ذات المصادر قالت إن هذا الحل عملي أكثر خاصة وأنه لن يكلف خزينة البلاد سوى 5 أو 6 مليار من الدراهم ما يعني نصف الدعم المخصص للغاز هذه السنة.
السيناريو الثالث الذي تروم به الحكومة الخلاص من عبء دعم غاز البوطان، هو الاعتماد على فواتير الكهرباء، بالنسبة للطبقات الهشة والمتوسطة، ما يعني اللجوء حسب المصادر نفسها إلى عمليات معقدة جدا مع اعتبار الحصول على معطيات من شركات توزيع الماء والكهرباء وكذا الوكالات المستقلة.
وكان لحسن الداودي قال أن الحكومة تعتبر الدعم الذي توجه الدولة إلى غاز البوطان والسكر يعد « أكبر منكر في المغرب »، مضيفا أن سيناريوهات الاستمرار في سحب دعم المواد الأساسية لازال مستمرا بعدما قررت الحكومة السابقة على عهد عبد الإله ابن كيران رفع دعم صندوق المقاصة عن المحروقات.
وربط المسؤول عن قطاع الشؤون العامة والحكامة رفع الدعم عن المادتين المذكورتين بقرب اعتماد الحكومة ل «بطاقة الاستهداف» التي تعدها وزارة الداخلية اعتمادا على سجل موحد للخدمات الاجتماعية التي تقدمها الحكومة للأسر المعوزة.
